There is one mod that you can try that should show the performance hit - Artesian Cloaks. So, the extra work plus the strain on the engine is probably why it hasn't been done. But to get the cloth bits to move separately you actually have to add weighted bones in the mesh. It can be as simple as copying bone weights in outfit studio. HDT can effect everything, but it's more resource intensive. As far as I know, implementing that in an armor is as simple as a couple clicks in outfit studio. The armored body parts move with CBP because they're effectively set to mimic the body's bone weights. If ONLY the bodies are moving - breasts, butts, etc - odds are that's CBP. HDT can effect anything with the proper weight settings - bodies and clothes. As far as I'm aware, CBP only effects bodies. There are two main physics implementations - CBP and HDT.
